Dates on Banknotes

I have been wondering about this for a LONG time but I've never bothered to post about it until now...
How did they choose banknote dates?????
Certainly not by drawing them out of a hat, in the lottery fashion...
Anyone have any ideas about this?

The dates were chosen at random.
On the Lavery notes only weekdays (including Saturday) were used. Early Lavery Specimen notes had dates which fell on a Sunday.
